if you can weld yes it can be done. if you cant weld take it to a shop or freand that can.
you might have to move some mounting brakets but thats on biggy. i showed a pic of one to a freind i wheel with that owns a shop about puting one on my 82 and he said it would be easy. he also said he would build me one just like it for half the price.

Too much work to make a bumper work on something it wasnt originally designed to fit.

Easier to just start from scratch and build what ya want.

The mounting brackets and places are just too different. Not to mention that the radiator won't receive proper protection. The Tacomas and 4runner of that era have a radiator that hangs way down. Other issue is that the 3rd gens are slightly wider than the earlier models so the bumper doesn't fit as well.

Plain and simple is that the newer model bumpers take more work, and more time build. That equals $$$.

Going rate for a bumper for a 3rd gen 4runner or Tacoma is around $600.

There's a reason TrailGear stuff is priced so well ... they are factory assembled offshore with foreign steel. Whether that matters to you or not is up to you, but comparing these bumpers to something custom made to your requirements for your rig is not apples-to-apples.
