95 4runner SR5 continually overheating

Tried to answer them all individually below but in essence..all this has been tried and failed. Had a shower in the house blow in the interim so this is on the back burner. Will update as I can.
"Run the engine with the radiator cap off. After the engine warms up, you should see water moving on the top of the radiator. If not, maybe your radiator is clogged.
Take your radiator out and run water through it...see if you get any stuff coming out "

"Not sure reading your first post, this was overheating before the work you did for the cam? Did you test your new thermostat in a pot of hot water to make sure it opens?"
---No issues before the Cam and it actually actually snapped.

"just a thought. remember water boils at a lower temp than a 50-50 mix of anti freeze/coollant and water, and even lower when the cap is off. the cap holds pressure in the system allowing for a few more degrees before itll come to a boil."

Sure its actually overheating? How are you determining this?
Possible faulty temp sensor and or gauge?
Check engine temps with a temp gun?
Should be around 200 degrees normal operating temperature give or take 25 degrees.

Re hashing old thread
Been almost 2 years but I figured I would update. I thought I did before but I was wrong. I ended up redoing the Head Gaskets , water pump, Thermo, Radiator, Fan Clutch, Heater core, all of it OEM..... just in case. Ran a vaccum refill on the system with 50/50 so no bubbles Guess what? Same damn issue. Runs good locally but get it on the Highway and it runs hot, water boils out of the reservoir. Had 2 ASE /Toyota Mechanics swear they could fix it and wouldn't charge if they couldn't. They both worked for free re doing all of the above.
I pulled the Thermo and ran with out it about 18 months ago and, other than a loss of decent Gas mileage, it runs beautifully once I burped it again with a vacuum kit.
Tested spots on the engine with a thermal gun for Hot spots and cant find any. I have only had to top off the coolant once or twice about 1 liter or so.
I really don't know what it means, and I will keep playing with it, but for now I am going to take "yes" for an answer and live with 14 Miles to the gallon.

There was nasty build up the first time I changed it but they were thoroughly cleaned /flushed. Very little build up the second time we changed them.
yES, I tested with a thermal gun. With Thermostat in it runs 250+. I remove the thermo is never gets above 140.
