1996 Hilux surf braking issues

1996 Hilux surf braking issues
Hey guys, very new here, and needing a bit of help/advice.
I have just taken my hilux for a WOF, and the rear brakes have come back as being out of balance (the foot brake), by 85%, which is loads of course.
I took it to the dealership i work at (mazda) which the mechanics took apart the rear drums, cleaned adjusted and such the shoes, and put back together.
I had it retested and it was still out by 45%, which is still a fail.
The other issue with them is that some times, when I brake for an intersection for example, and come to a stop it will feel as though the brakes have locked on and it is very hard to take off again, as though the hand brake is on.
To stop this i just pump the brake pedal again, and it feels as though they come free, and i carry on.
The WOF inspector believes it may the brake proportioning valve, and i believe the only way to test them is to replace them.
Upon ringing toyota this model does not have one, its all in the brake actuator, so im buggered if i know, any ideas any one?
Its a 1996 RZN185, 2.7 petrol, 5sp, 4x4.
