Super weak 93 4 cyl. Pickup. Please help.

Ok guys, here are some results. Sorry it took so long but life gets in the way sometimes.
Codes are normal. Did the test, and get one single blink.
Timing is where is should be.
Fuel pump replaced same time as engine rebuild.
Got the day off and am going to start checking stuff with the volt meter. Not real familiar with the procedures so bear with me...

Ok, I am reading the FSM and trying to figure out where to start. In the Engine/MFI/Troubleshooting section on page 145. it seems to start you off by testing betyween terminals in the ECM. In the condition box, with ign on, it mentions the throttle valve open, fully open and fully closed. Do you simply hook up your volt meter to the terminals specified in the ECM, and read voltages while moving gas pedal. Open being pressed in some, closed being not pressed in, and fully open meaning to the mat?

O2 sensor seems to be working.
Vafm has a couple resistance values that are lower than specs. Don't know if ambient temperature might play a role.
Still trying to figure out testing TPS. It looks like you can start testing at the ECM but is that the terminal or the connector or the back pf the connector while plugged in?

Ok, now I really need some help. Just got done testing the TPS. First test, with .00 spacing, VTA and E2 was .74, so its in spec. However, the next test was .002 spacing IDL and E2, with specs of <2.3k, and mine shows open/infinity. The rest of them spec out okay.
What is my next step? Adjusting the "angle" of the TPS? Will rotating one way or the other cause the voltages to change? or is the TPS shot?
Any help you guys can give me would be great. Do I need to adjust the idle set screw? What RPM should warm idle be?

Hey im just jumping in now, but from you last post, warm idle on my 86 is anywhere from 800 to1000rpm. .... But I am having the same problem with my 86 4runner. Except I converted it from EFI to Carb. I have a 32/36 weber and i was told it could be my distributor, but the distributor has the vacuum diaphragm on it (which it should for a carb)... Im lost as well..
