I do change my coolant every year though, the corrosion inhibitors are still there with 25% coolant, they just don't last as long. Running tap water is going to cause way more corosion and electrolysis problems.

PS i wouldn't run that ratio if you live in a cold climate.

And yes you can run 100% distilled water in a pinch, most track cars are required to run no coolant because it makes the track slick if it gets spilled.
