No OD, no lock up

95 3.0 VZE 4X4 A340F Trans. Over the Course of a year i have Replaced the ECU, TPS, MAF, shift Solenoids, Coolant temp switch / sensor for the ECU control of the trans, New Transmission Fluid temp sensor. fluid is at proper level. I get 1,2,3 gears (But Second is a dog... no throttle response no power), Confirmed that by monitoring voltage while driving i get .8 , 2.4, and 4.4 volts from the DTC. I confirmed the temp sensor input to the ECU, and the Trans fluid temp sensor. Brake switch voltage is correct. 0-8VDC from idle to WOT from the TPS. All the FSM steps start with "After warm up" The electrical schematic for the ETC (Electronic Trans control) shows another Temp sensor for the 4 wheel drive that is not mentioned in the FSM troubleshooting, and it also mentions the EFI Temp sensor which is a different sensor than the FSM says to check. I Cleared all the codes and the trans and engine lights just steady blink (no codes) during troubleshooting the no OD condition I measured 12 VDC on the OD1 with the cruise control Module unplugged, FSM says it should be 5VDC.

my question is: Is the Transfer case Temperature sensor considered for "warm up" normal operation for the OD and lock ups? Is there more than one Coolant temperature sensor monitored for "warm up", Is the 12 VDC correct On OD1? What am i missing?
