The cheaper they are the quicker they'll warp [generally speaking].
All steel isn't the same, cheaper rotors won't have as a high quality steel, and sometimes are actually thinner than more expensive ones.
Also, with cheaper rotors you're more apt to get warped rotors out of the box.

Warped rotors will still work, but you get what you pay for.

It depends how the rotors are warped.
If they're warped all the time [the second you touch your brakes you get vibration/shimmy] resurfacing them MAY get rid of the warping.
If they only warp when they're hot resurfacing is almost useless. Usually the vibration/shimmy comes back after the first heavy braking.

Very possible, especially if they're cheap ones.

Less chance of warping.
Better mid level braking.
If you have to brake hard on the hiway I doubt the stock brakes will lock up right away, but they do shimmy and fade.
Better brakes should lessen/remove that.
